Q: If a University doesn't have any university laboratory school, would we be able to submit a proposal based on one of our Professional Development school relationships?

A: Yes

Q: Can current pilot sites apply for new funds?

A: Only if it is an expansion.....serving new areas, different schools, different teachers (not just another group of newly hired from the same places which were served last year). The point is for sites to be capacity building, and that needs to be shown first.

Q: Can the current pilot partners/professional organizations apply for different sites and be the fiscal agent?

A: Yes.

Q: Define "intensive model" and/or "intensive induction programs."

A: As defined by the rules: "The purposes of the Pilot Program shall be to provide support for programs of intensive support and mentoring for new teachers as specified in Section 65.130 of this Part and to gather information that will permit evaluation of the effects of these programs."

Section 65.130 Program Specifications

Each program supported with grant funds under this Subpart B shall incorporate:

- mentoring for new teachers that is provided by experienced teachers who have received training to equip them for this role;

- professional development for recipient teachers, mentors, and administrators who have roles in the program; and

- formative assessment of new teachers' practice with respect to the Illinois Professional Teaching Standards and the content-area standards relevant to their respective fields of assignment.

Each program shall be designed to ensure that each new teacher spends no less than 1.5 hours per week in contact with the mentor assigned, either one on one or in another configuration, including both classroom observation of the new teacher by the mentor and other interactions between these individuals.

Each program shall provide for the development of an individual induction plan for each new teacher served and for the provision of professional development that is directly related to the needs identified in the individual plan.

Each program must also use the criteria in Section 25.910 Requirements for Induction and Mentoring provided in the RFP.

Q: If our school/district induction program doesn't fit the definition of an "intensive model" then what would our other choice be - "regular model"?

A: If your program does not meet the above-described criteria, we would expect that you would redesign your program to meet the criteria. The grant money can be used to support that redesign to support your beginning teachers.

Q: Is there a page limit to the "Proposal Narrative" section of the grant?

A: No

Q: Is there a page limit to the "Evaluation Design" section of the grant?

A: No

Q: Given this grant covers only four months of time, can monies be carried over beyond the June 30, 2008 deadline?

A: There is reference to three years of funding. The end date for this grant is August 31, 2008. The reference to the three years of support depends on available funding.

Q: What is the connection between the "Moving Toward...Developing Beyond" document and the RFP? There is no mention of this document in the RFP, why?

A: The Moving Toward document is, at this time, advisory. The document has been prepared by a group of educators using research and best practice models. The document has been provided to aid you in preparing your RFP and in the design of your program. The rules that the Illinois State Board must follow in the preparation of RFPs permits only the use of language from the rules and the School Code. The document has not been formally adopted into rules.

Q: Are current pilots eligible for an additional (3rd and final year of funding through another source of funding? There is no language which forbids them from writing an RFP for a new program.

A: The RFP would be considered by the readers along with the other RFPs using the same criteria that will be used to assess all of the RFPs received. This year the current pilots were provided funding for the second year by a separate funding source from the money for the competitive RFPs. If funding becomes available next fiscal year, we would expect that they would be funded the same way for the final year.

Q: In funding an Induction program, is it appropriate to use funds awarded this spring to both support of new teachers this year as well as preparation for support of new teachers in the coming year?

A: Yes—the award has been extended to Aug. 31, 2008

Q: How much detail is needed about how potential funding for years two and three will be spent?

A: THERE NEEDS TO BE A PLAN (OBJECTIVES, ACTIVITIES, NUMBERS TO BE SERVED AND RATIONALE AND A BUDGET....MONEY AND APPROVAL FOR THE SUBSEQUENT YEARS WILL NOT BE APROVED....THE RESPONSE TO THE INITIAL PROPOSAL WILL ONLY BE GRANTED FOR ONE YEAR (PARTIAL YEAR FEB 1- JUNE 30TH) A CONTINUATION PROPOSAL WILL BE REQUIRED FOR FUTURE YEARS AND THEN ADDITIONAL DETAIL WILL BE PROVIDED.

Q: Eligible applicants: is the Regional Office of Education an eligible applicant?

A: YES

Q: Are private schools able to be included in services provided for induction?

A: YES. THESE ARE STATE FUNDS SO PRIVATE OR CHARTER SCHOOLS ARE NOT REQUIRED, BUT ELIGIBLE....

Q: Page 3: Paragraph 3 indicates funds must be used for first year teachers but there is also a requirement for programs being for the first two years of teaching. Can funds serve second year teachers?

A: FUNDS FOR YEAR ONE ARE FOR FIRST YEAR TEACHERS. FUNDS FOR YEAR TWO (IF AVAILABLE) CAN BE USED FOR YEAR 1 AND YEAR 2 TEACHERS PROVIDED IT IS A CONTINUING PROGRAM.

Q: Do you have a specific protocol for monitoring the quantity of services afforded for each beginning teacher served or does the grantee design this?

Q: Page 4: Paragraph 1 specifies how much funding can be provided for each teacher. How do you distinguish between the two levels of funding? What is a "more intensive model"?

Q: Are there limitations on the source of funds that grantees can use for the local support of program costs?

A: Applicants need to speak to people at the district or ROE level as to what funds are available for limitations.

Q: Can I be a reader if my district/organization is applying?

A: If you were involved in the writing of the proposal for this competition, or if you will be working directly for the program if it is funded, then you should not be a reader because of a conflict of interest. If you competed in the first round of proposals in 2006 and are not competing in this round of funding then you may apply to be a reader.

Q: Will the current pilots be eligible to apply for a third year, and will this be a separate line item in the FY09 budget?

A: Yes, the intention is to request a continuing budget line item. But, as we all know, there is no guarantee of what the legislative process will be and when a FY09 state budget will be approved.

Q: The RFP states that each mentor shall be assigned to no more than 5 beginning teachers. What if we have more new teachers assigned to each mentor?

A: This is a requirement of programs that are approved for teachers to use when moving from initial to standard.  The rule does not distinguish between mentors with varying degrees of release time.  We believe that when the rule was written, a teacher with a full-time teaching load was the model for this.  We, therefore, would take into consideration the model you choose to use.

Q:  Does the state have some preferred ways of assessment which would allow for more consistency across the sites?

A:  The manner and form of assessment is up to you and the program administrator.  Because you will be required, as a grantee, to submit evaluation reports, you may need to tweak your system once you have been awarded the grant.

Q: We haven’t been able to support our second year teachers due to limited district funds.  I’m thinking of teachers hired in 2006-07 who are second year teachers now.  Could we count those teachers in our grant proposal for this year and serve them now with the FY08 grant dollars?

A: This sounds like an expansion to your current program.  If I understand the question, your teachers received training through district funds during their first year (which was FY07.)  Now they are receiving no induction support as 2nd year teachers in FY08. You want to serve these second year teachers through the grant funds from now through the end of the school year. Yes, particularly if they were late starts and missed some of the first year of mentoring.  Because of the late release of funds, we no longer have beginning teachers so it is possible to serve these teachers during this first start up year.

Q: If a district is serving all of its first year teachers, is it eligible to apply for funding for its first year teachers?

A: It is possible, but please be clear in the proposal what the funds from this grant will do to enhance and expand the first year experience for teachers.  Be certain that you will not be supplanting the district dollars, but rather supplementing them.

Q: I assume that we would be serving our 2007-08 first year teachers again as second year teachers next year.  Is that correct?

A: Yes, you need to provide for a 2 year program for new teachers.

Q: If we are awarded the money, can we pay for expenses from before the start date, February 1?

A: No, you may only use the money to pay for activities which occur or materials purchased after the start date.

Q: If we are approved for this grant, will this become an ISBE approved program that will allow teachers to move from initial to standard certificates?

A: Receiving a grant through this funding source does not automatically make your program an ISBE approved program that will allow teachers to move from initial to standard certificates.  There is a separate process for applying to
